New York freezes permits for hyperscale data centers, creating the first statewide AI-infrastructure moratorium

Gov. Kathy Hochul signed an executive order pausing state environmental permits for new hyperscale data centers for up to one year while New York develops rules covering grid, ratepayer, water, environmental, and community impacts. TechCrunch reports that the threshold is 50 megawatts and that more than a dozen proposed projects could be affected. The administration also plans a community-investment framework and will pursue repeal of sales-tax exemptions for massive data centers.
