Russia’s Crypto Bill Nears Final Duma Votes—with a Sanctions-Evasion Flashpoint
Russia’s State Duma is scheduled to hold the second and third readings of a comprehensive crypto bill on July 21. The proposal would license exchanges, brokers and custodians through the Bank of Russia; cap ordinary investors’ annual purchases at 300,000 rubles, roughly $3,800; continue prohibiting domestic crypto payments; and permit crypto settlement in foreign trade. Federation Council approval and President Vladimir Putin’s signature would still be required.
